With the continuing craziness happening in the Gulf now in its 6th weekl… and the 2nd- and 3rd- order effects being felt throughout the world, the impact on Aotearoa is likely to be acute.

Finally a national debate on energy security (/general resilience) is emerging … but still not as informed or rational as it could be — unfortunately mostly just “petrol sure does cost a lot suddenly!” level discourse in most of the domestic media still. (Hint: we are a small country which imports virtually ALL of its fossil fuels and we are THE FURTHEST AWAY. It’s not looking good…).

• ⛽🌏🔋 Don’t Waste a Crisis: NZ’s Fossil Fuel Vulnerability Laid Bare

  With oil markets rattled by Middle East tensions, New Zealand’s chronic fossil fuel dependency is once again painfully exposed — Treasury is projecting up to 3.7% inflation, but the real sting is the estimated NZ$5 billion in direct fuel costs if prices stay 30% elevated for a year, with secondary effects (freight, fertiliser, airfares) potentially doubling that hit. Worse, NZ’s nominally “50-58 days” of fuel reserves is potentially a fiction (see below) — actual usable diesel storage sits at just 21 days, well below the government’s own recommended 30-day buffer, which isn’t scheduled for implementation until 2028.

  With Middle East tensions keeping one eye on the Strait of Hormuz, RNZ’s Afternoons programme asks the uncomfortable question: is Aotearoa actually prepared for a serious oil supply shock? Matt Boyd, the go-to independent researcher in global catastrophic risk and a key figure behind the Aotearoa New Zealand Catastrophe Resilience Project raises the alarm in a free-flowing interview.

• With the Strait of Hormuz now closed since 2 March 2026 and South Korea — source of ~48% of NZ’s refined fuel — slapping export controls on April shipments, someone built nzoilwatch.com using Claude Opus 4.6 to track exactly how many days of petrol, diesel, and jet fuel New Zealand actually has left. the site collates numerous official data sources and scenarios (now including Australian data as well - in a significantly worse position than Aotearoa) predicting a sobering date of 22/23 May (54 days!) for the country to completely run out of Jet Fuel and Diesel.

• New dataset projects New Zealand’s energy demand to 2050

  

  Researchers at Te Whare Wānanga o Waitaha | University of Canterbury have published an open dataset in Scientific Data projecting New Zealand’s hourly and regional energy demand to 2050 across electricity, heating, and transport under five transition scenarios — finally giving planners the granular, publicly available data needed to model credible net-zero pathways. The dataset captures how electrification of transport and heating will progressively reshape demand on the grid, with regional variation and hour-by-hour resolution that reveals shifting peak demand patterns with real implications for grid resilience.

• 💧⚡🏔️ Import Risk vs Build Resilience: NZ’s LNG vs pumped hydro decision

  

  New Zealand is weighing two starkly different responses to its energy security challenge: a >NZ$1 billion LNG import terminal (likely in Taranaki) generating power at NZ$200–250/MWh, or the Lake Onslow pumped hydro scheme in Central Otago — a renewable “battery” addressing the ~5 TWh dry-year shortfall that plagues the grid.

  
  Unlike many other countries, New Zealand has never had an LNG import terminal. Historically, 100% of New Zealand’s natural gas has been produced domestically, mostly from offshore and onshore fields in the Taranaki region (like Maui, Pohokura, and Kupe). Because we produced our own gas, we didn’t need to import it in liquid form via ships… however after a sharp decline in those domestic gas fields (In 2024, production dropped significantly — nearly 28% in the first quarter of that year alone), this lead to major energy shortages and price spikes.

  
  In response, the current government confirmed plans in late 2024 and early 2025 to fast-track the construction of an LNG import terminal (likely in Taranaki). As of now, in April 2026:

  • The terminal is still in the procurement and planning stages.

  • It is not expected to be operational until 2027 or 2028.

  
  Now in election year… and the vulnerability of Qatar-sourced LNG clearly evidenced… this must surely be dead in the water?

“Sovereign” AI platforms for New Zealand
Two new “sovereign AI” (discuss…) platforms have popped up recently, check them out below:

AbteeX AI Labs has quietly launched LumynaX (Te Marama AI), a 1T+ parameter Mixture-of-Experts AI platform built entirely in Aotearoa New Zealand, targeting health, government, and regulated enterprise sectors that need auditability, data sovereignty, and governance controls baked in — not bolted on. Using sparse inference that activates only 18-28B parameters per forward pass, it’s architecturally closer to Mistral’s Mixtral than to a monolithic model, making frontier-scale capacity actually deployable on local infrastructure.

Te Marama AI keeps ingestion, training, fine-tuning, and inference entirely within NZ jurisdictional boundaries, with native bilingual (English/te reo Māori) capability baked in for health, justice, and public sector use cases. The governance-first architecture (embedded at infrastructure level, not retrofitted) and on-premise deployment via partner WeftLineAI position it squarely at risk-averse enterprise and government buyers who’ve been quietly terrified of sending sensitive citizen data offshore to hyperscalers.

Follow founder Abtin Ijadi Maghsoodi on LinkedIn for insights about the specific design choices they have made in training and architecting this model:

“This is a sovereign architecture designed, trained, compressed, and deployed on local NZ infrastructure, the first at this scale in ANZ region.

Also quietly launching last month was Kereru.ai designed to serve universities, Crown Research Institutes, and government agencies — with geographic data constraints baked into the architecture itself, not bolted on as an afterthought. The platform treats power and water efficiency as first-order design constraints, which is notable given NZ’s renewable energy advantages and the global scrutiny on AI’s environmental footprint.

• 🏭Datagrid’s $5.1b Southland “AI Factory”: Consents Won, But Major Hurdles Remain

  

  Datagrid has secured full resource consent from Southland’s councils for its proposed 78,000sq m AI factory in Makarewa, north of Invercargill — a significant milestone for what would become New Zealand’s second-largest electricity user at 280MW (behind Tiwai Point). The facility, rebranded from “hyperscale data centre” to “AI factory” in line with the Jensen Huang-coined zeitgeist, could theoretically process 960 million ChatGPT conversations per day. Local mayors are enthusiastic, Transpower says the grid can handle it, and Mercury’s new Kaiwera Downs wind farm is flagged as a partial power source.
  
  However, three critical gaps remain unresolved. First, Chorus walked away from the essential Tasman Ring submarine cable partnership in August 2025, citing weak pre-sales and a timeline now pushed past 2030. Second, no power deal exists with any gentailer — Meridian, Contact, and Genesis are all at arm’s length. Third, funding for the US$3b build remains unconfirmed, with global lenders increasingly cautious about mega-scale data centre debt due to insurance shortfalls.
  
  A broader tension also looms: while the infrastructure is offshore-facing (data piped out via subsea cable to serve overseas markets), tech commentators warn New Zealand risks becoming “AI illiterate” without parallel investment in domestic AI capability and workforce training.

  • Singaporean tech giant defends Southland ‘AI factory’ promised to add billions to GDP - The Press

    Singaporean-owned Datagrid wants to build a NZ$3.5 billion “AI factory” near Invercargill — a 78,000m² hyperscale data centre consuming 6% of New Zealand’s entire electricity grid and up to 315,360m³ of groundwater annually, while employing a grand total of 50 people. A 17-year-old high school student’s petition has garnered 18,000+ signatures citing “water bankruptcy” and power price hikes, while the CEO counters that blocking AI infrastructure means “ceding sovereignty to global competitors” — and that the water use is comparable to a mid-sized dairy farm.
    

    Simplicity’s Sam Stubbs is on point:

    ”Simplicity managing director Sam Stubbs said the planned data centre would likely drive up the prices of power for New Zealand households.

    He said Datagrid was welcome to build it, “but please supply your own power”.

    “Southland is being hoodwinked by carpet baggers here, because a few of their residents will get jobs, and the rest of Southland will likely see their cost of living go up.”

    Thoughts: I kind of agree that the economics of hyperscale AI datacentres just don’t work through any conventional lens of financial investment… they presuppose an insane winner-takes-all growth dynamic for AI which I think is completely mistaken long term. (Besides, I’m personally expecting the AI bubble to go “pop” any moment now which should expose the insanely leveraged house of cards pumping enormous AI infrastructure build-outs… )

    Thereafter, my long term technology bet is more on decentralised AI (both training and inference), new AI architectures which push more and more compute out to “the edge” on-device, and far more energy efficient and avoid concentrating the compute power in massive (landlord-rent-extracting) data centres.

    AI “Sovereignty” does not equate to where a data centre is physically located if you don’t own or operate it.
    
    So, echoing Sam Stubbs, by all means let them build it if they can bring their own energy… (same goes for Alcoa in future!)

• 🛰️📱🇳🇿Spark launches Starlink satellite-to-mobile service in New Zealand

  Spark has officially launched its Starlink-powered satellite-to-mobile service, “Spark Satellite,” letting standard smartphones send texts and use WhatsApp, Facebook Messenger, and Google Maps from anywhere in Aotearoa — free on plans $75/month and above, or $10/month as an add-on. With One NZ already running a near-identical Starlink deal since December, and 2degrees building a ground station in Marton to host AST SpaceMobile’s tennis-court-sized satellite arrays, all three major NZ telcos will soon offer satellite coverage — just from very different birds in the sky.

• 🦘🤖🌏 Anthropic Goes Down Under: Sydney Becomes APAC Office #4

  

  Anthropic is opening a Sydney office — its fourth in Asia-Pacific after Tokyo, Bengaluru, and Seoul — to serve surging demand from Australian and New Zealand enterprises across fintech, agtech, clean energy, and healthcare, with existing customers including Canva, Commonwealth Bank, and Quantium. Perhaps most eyebrow-raising: Australia and New Zealand rank 4th and 8th globally in Claude.ai usage per capita, which suggests our two relatively small, sun-drenched democracies are quietly going harder on AI adoption than almost anywhere else on Earth.

  (OK I admit it: 25% of that NZ Claude stat was me…😉)

A few updates on how the country is moving the deckchairs in the bureaucracy meaningfully digitising New Zealand’s government services:

• 🇳🇿🖥️🏛️New Zealand launches Government Digital Delivery Agency in 2026

  

  Aotearoa’s government digital functions have a new home: the Government Digital Delivery Agency (GDDA), officially stood up on 1 April 2026 (yes, that date), shifting the Government Chief Digital Office’s responsibilities from the Department of Internal Affairs to the Public Service Commission. The move consolidates system leadership, delivery support, and capability functions under outgoing Minister Judith Collins KC’s digitisation portfolio.

  • 🇳🇿🏗️📱 Digital Target State: New Zealand’s Digital Public Infrastructure Blueprint

    

    Coinciding with this announcement, New Zealand’s Government Chief Digital Officer has also published its “Digital Target State” — essentially a blueprint for a national digital stack, centred on a shared Digital Public Infrastructure (DPI) layer that connects all agencies, a new Govt.nz app, and on-device credential wallets, while treating digital resources as a national asset rather than siloed departmental property.
    
    Not quite India Stack energy, instead prioritising very Wellington concerns: agencies keep data ownership, third parties including iwi Māori, banks and airlines get authorised access, and the DPI itself stores only transaction logs — no bulk data hoarding.
    
    Look forward to it becoming real one day…

  • 📱New Zealand’s Govt.nz app gains digital wallet and secure messaging

    New Zealand’s Govt.nz app has rolled out a digital wallet at end of March that will store government and private-sector credentials, alongside a whole-of-government credential issuance platform — with the inaugural use case being digital age verification at bars and events via a phone-based Kiwi Access Card.
    
    Secure government messaging (think vehicle rego reminders and travel advisories) follows by July 2026, with participation remaining “entirely voluntary”.

    Good to see continued feature momentum here… and also a focus on use cases for younger generations. Now… how to get an app deployed on open-source software and hardware, not just Google-controlled Android and Apple-controlled iOS???

• 🕵️🔓🤷GCSB stonewalls questions on government cyber security failures

  

  New Zealand’s GCSB spy agency took 120 working days — six times the legal limit — to respond to an Official Information Act request about government data being held by unvetted third parties, then refused to answer almost everything anyway. A Treasury quarterly report had flagged that vendors were offshoring government data without agency approval, while low competition in NZ’s small market has created dangerous over-reliance on a handful of suppliers — mostly US Big Tech cloud providers.

• 🥝🪙⚖️New Zealand rules NZDD stablecoin isn’t a financial product

  

  New Zealand’s Financial Markets Authority (FMA) has ruled that NZDD — a stablecoin pegged to the NZ dollar issued by ECDD Holdings — is not a financial product or debt security, a determination that emerged from the regulator’s active fintech sandbox pilot. Law firm MinterEllisonRuddWatts, which acted for the issuer, welcomed the move as a pragmatic step toward regulatory certainty, while carefully noting the ruling applies specifically to NZDD’s current form and isn’t a blanket green light for all stablecoins.

• 🌱🏛️💻 Green Shoots in the Beehive’s Shadow: Wellington Tech’s Quiet Recovery

  

  Chris Buxton chronicles a light recovery in public sector IT: after slashing public sector contractor and consultant spending by roughly NZ$800 million — from a NZ$2.16B baseline down to NZ$1.36B — New Zealand’s government agencies are quietly reactivating their digital procurement pipelines, with over a dozen tech tenders appearing on GETS in the past month spanning AI document redaction (New Plymouth Council, no less!), real-time flood forecasting, and housing platform modernisation.
  
  According to Chris’ commentary, the recovery looks less like a boom and more like a baseline-funded capability uplift, with departments favouring targeted, measurable outcomes over the multi-year mega-programmes that defined the early 2020s consulting gold rush.

  In keeping with my book a few years ago, now would be a good time to include “system resilience”, “vendor independence” and “open-source diversity” in procurement criteria across government. Perhaps something the new GDDA will approach… (Yeah…right?)

(Technology and) society

A few stories about the state of the (technological) nation…

• Five Voter Tribes and the Fractures Shaping New Zealand’s 2026 Election

  Ahead of New Zealand’s November 2026 general election, political analyst Danyl McLauchlan’s Listener cover story — drawing on 36 years of New Zealand Election Study data — has sparked a sharp conversation about who actually holds electoral power. McLauchlan identifies five voter tribes:

  • Educated Progressives (21%)

  • Middle New Zealand (26%)

  • Establishment Right (18%)

  • Precarious Left (18%), and

  • Alienated Conservatives (17%)

  …mapped across axes of left-right ideology and institutional trust. Bryce Edwards argues the most consequential insight is that the Precarious Left and Alienated Conservatives — together roughly 35% of the electorate — are economically insecure, deeply distrustful of institutions, and largely ignored by the major parties, creating fertile ground for populist disruption similar to Brexit, Trump, and the European far-right surge.
  
  Sociologist Mike Grimshaw pushes back on the five-tribe framework as too reductive for Aotearoa’s MMP environment, cross-referencing it with BMG Research’s 10-clan UK model and Sputnik’s 2000s-era eight socio-cultural NZ tribes. He highlights a significant “Apathy Clan” absent from McLauchlan’s analysis — a growing cohort of disengaged non-voters that no party is meaningfully courting.
  
  The strategic takeaway is pretty clear: whichever party can authentically speak to the locked-out third of New Zealand voters, rather than chasing the professional-managerial class, could fundamentally reshape the political landscape.

• 🪟🤖🇳🇿 New Zealand’s Three-Year Window: The Jobs That Were Never Posted

  The real AI employment story isn’t the Block layoffs or Klarna’s chatbot misadventure — it’s the hiring freeze, the job posting quietly deleted, the startup that launched with 5 people instead of 50; invisible by definition, but already structurally reshaping economies everywhere. Ben Lynch argues that AI-native companies (built clean, zero legacy architecture) hold a compounding structural advantage over retrofitted incumbents, and that New Zealand — with no CGT, an angel-heavy investment culture, and a number-eight-wire problem-solving ethos — has a closing 2–3 year window to position itself as the launchpad for this generation of founders before the category maps are redrawn around 2027–28.
  
  An alternative view on international venture capital comes again from Nicolas Colin, which increasingly aligns with my view that the whole playing field is tilted against investors / founders outside Silicon Valley:

  ”Venture capital is at the far end of that curve. Foreign capital does not typically flow directly into Silicon Valley; it flows into Treasuries and blue-chip stocks, where it crowds out domestic institutions and sends them looking for yield elsewhere. This is the mechanism I call the overflow: foreign capital, by saturating the safe end of America’s financial markets, creates pressure that travels all the way up the risk curve — spilling, finally, into venture capital.”

  New Zealand’s Veracity Project (2021–2024) proposes that data integrity can’t be reduced to mere quality metrics — drawing on Māori concepts of holistic physical-digital entanglement (”Ko te taiao matihiko”), it argues that data is inseparable from its real-world origins, and that trust must be multidirectional across cultural, regulatory, financial, and technical dimensions. The project envisions a national data infrastructure built on decentralised “Solid” data pods, verifiable credentials, and witness-based contestability — explicitly rejecting blockchain as insufficient for the full scope of veracity. Fascinating.

• 🤖🚪❌Woolworths’ AI hiring tool slammed for rejecting qualified applicants

  

  Woolworths NZ’s Sapia AI hiring tool is facing a growing chorus of complaints after rejecting a warehouse veteran of 30+ years, telling a 16-year-old his self-belief could “alienate” people, and labelling a former airline worker of two decades as “resistant to change” and “too routine-driven” — assessments the applicants describe as not just wrong, but “laughable.” With over a million AU/NZ applicants screened since 2020 and zero human contact before rejection, Woolworths insists the process is “fair and accessible,” which is exactly what you’d say if you’d also outsourced your PR to an AI.

  Fifteen years after the earthquake that killed 185 people, Christchurch writer Deb Te Kawa argues the Margaret Mahy playground—not the delayed anchor projects—was the first credible signal that gave private investors confidence to commit hundreds of millions to rebuilding the city centre. The 2015 playground demonstrated the state understood cities are “made of families,” triggering $80M+ bets from hospitality operators, developers, and Ngāi Tahu before the official recovery plan had delivered, creating what may be New Zealand’s clearest example of public-private-iwi collaboration actually working.
  
  I’ve been reflecting on the 15 year anniversary too… such a lot of water under the bridge since then. (Recently I resurrected my old blog posts from the time… pretty visceral memories …and innocent of how long the recovery would take.)

  Now in 2026, the rebuilt city is faring better than most other parts of the country in the current extended downturn… and the fantastic new Parakiore pool and sports complex is a joy to visit, completely worth the long wait.

  
  But as with the rest of the country, there’s no clearly coherent planning for the future that we’re heading into. Car yards still line Moorhouse Ave with ever-more prominent credit offers, untenanted shop frontages lie empty, vainly(?) expecting physical retail business models to return one day… and meanwhile a massive steel framed stadium now dominates the skyline, likely destined to remain empty most of the year (I’m expecting my first surprise rates “supplementary levy” in about 1 year’s time, natch…!)

  
  Juxtaposed against these human consumption-focused artefacts, the massive regenerating “residential red zone” — 630 hectares of parkland freed up from housing — along the Avon-Ōtakaro river is a surprise gift from the earthquakes for future generations, providing that it can be preserved. And all across the Port Hills, regenerating native bush is taking over valleys and streams are returning.

  
  The clean beaches, Hagley Park, Bottle Lake Forest and the Port Hills provide plenty of outdoor space right next to the city. And there’s seriously great food and coffee if you know where to go.

  
  Far away from the turmoil and pollution in other parts of the world, Ōtautahi is certainly not a bad place to choose to live in 2026.

🏥💻🔓Mismanage My Health Data: breach exposes 125,000 patients’ confidential info

Of course the main headline is one of New Zealand’s largest privacy breaches. In case you’ve been living under a rock, right at the end of last year the privately-owned ManageMyHealth patient portal—which connects patients with clinicians and stores medical records— confirmed a cybersecurity breach involving “unauthorised access to our systems”. MMH CEO Vino Ramayah said it had now been “contained”.

The incident adds to a growing list of NZ health sector security failures, including Health NZ’s recently exposed data vulnerabilities and thousands of leaked government employee credentials found on the dark web.

RNZ provided a full timeline up to about a couple of weeks ago: Manage My Health data breach: A timeline of what happened, and everything we know so far:

• Hackers calling themselves “Kazu” accessed health data from privately-owned patient portal Manage My Health, affecting approximately 125,000 of the platform’s 1.8 million users.

• On December 30, 2025, Kazu posted online claiming to have stolen 108GB of data including medical records, test results, and prescription details, demanding US$60,000 ransom by January 15.

• CEO Vino Ramayah revealed the breach occurred through a “valid user password” - essentially the hackers “got in through the front door” - and the company’s security lacked basic protocols according to the hackers.

• Most affected patients were based in Northland (86,000 people across nearly 50 practices), and the company struggled with communications, sending conflicting information and blank emails while its website and 0800 number were overwhelmed.

• Data belonging to former users who had closed their accounts remained accessible, and new medical information continued being added to inactive accounts.

• Mysteriously, Kazu removed all references to the breach from their online presence after the ransom deadline passed, with no data released publicly as of mid-January 2026, while Health Minister Simeon Brown announced a Ministry of Health review into the response.

Since then, New Zealand's Privacy Commissioner Michael Webster has also launched a formal inquiry into the Manage My Health data breach, examining whether appropriate security safeguards existed and why warnings about vulnerabilities were allegedly ignored for years. The investigation will determine what preventive measures are needed, although one might reasonably ask where this regulatory oversight was before sensitive health data of 120,000 Kiwis ended up in attackers' hands.

New Zealand’s Ministry for Culture and Heritage released its 2025 Long-term Insights Briefing, projecting that by 2040, the nation’s cultural system will be “deeply intertwined” with AI and emerging technologies, fundamentally transforming how Kiwis create, share, and protect their stories. • Small businesses offered NZ$15,000 to implement AI plans

  New Zealand is launching an invitation-only pilot offering up to 51 small businesses NZ$15,000 each (50% co-funding) to develop AI implementation plans through the Regional Business Partner Network. I spoke to the NZ Herald’s Chris Keall on this announcement:

  ”Tiny step in the right direction

  “From the viewpoint of driving AI diffusion deeper into the productive economy, this is a tiny step forward in that direction,” AI expert and Memia director Ben Reid said.

  “It’s positive that they’re going to be measuring productivity gains to evaluate the pilot,” he added.

  On the positive side, Mercury Energy has commissioned a NZ$220 million geothermal unit near Taupō, adding 46 megawatts of baseload renewable capacity—enough to power 55,000 homes—with full operation expected by March. The expansion taps nine wells drilled over 3 kilometres deep into 290°C reservoirs, lifting the station’s total output to 1120 gigawatt-hours annually, exceeding Christchurch’s entire residential demand.

I hope everyone’s surviving a very wet and windy Easter holiday weekend!

(Yesterday I enjoyed a break in the rain for a few hours tramping around Hinewai Reserve near Akaroa on Te Pātaka/Banks Peninsula with my daughter. The forest is full of regenerating natural biodiversity, native birds and wildlife — including a curious Morepork close up! A magical place, highly recommended to visit.)

I’d thought I’d pull together a few recent thoughts from my speaking and writing work, relevant to the themes of last year’s ⏩Fast Forward Aotearoa book.

⏩AI for Aotearoa

The recording of my recent fireside chat with AUT Vice-Chancellor Damon Salesa is now online to view: discussing contemporary AI opportunities, challenges and complexities for our small country at the edge of the world.

Presented by AUT as part of their Technology in Society series in front of a live audience, this was a wide-ranging discussion covering many aspects of the current global AI acceleration, exploring how Aotearoa can potentially increase its cadence and maintain agency in an increasingly hyper-concentrated global technology race, and in particular the implications for education when “AGI” is potentially just around the corner.

I’m admiring of Damon’s open and enabling style as he and the AUT team steer “Aotearoa’s only University of Technology” through these choppy waters… a pleasure to take part in the series, I look forward to continuing the conversation.

In follow up, I think we can learn a lot from researcher Jeffrey Ding in his book Technology and the Rise of Great Powers: How Diffusion Shapes Economic Competitions, which argues that most technological diffusion — not innovation — is the defining factor for economic success in most countries around the world. Speeding up how quickly and effectively we can deploy AI into our economy is perhaps where our technology education system would deliver the most value right now…

• Here's a thoughtful podcast between Ding and Brad Smith (sometimes referred to as the "Secretary of State for Microsoft") from a few weeks ago which explores the key points of his thesis. Key takeaway: investing in AI diffusion, not R&D, will be most meaningful for the majority of nation states ("great power" or not...) and this will need skills.

Chainsaws vs. Scalpels

I recently joined Peter Griffin, Rob Campbell and Paul Quickenden on The Business of Tech podcast, to discuss how Aotearoa could approach the efficiency goals of Elon Musk’s DOGE (Department of Government Efficiency) but with greater precision and less outright aggressive destruction. Here’s the episode: Chainsaws vs scalpels: How to do DOGE properly.

The BusinessDesk writeup includes a summary of the main points. A few quotes of mine I pulled from the transcript:

On “Brokenism”:

“the US is a very different political environment to here in Aotearoa — I heard a very interesting podcast recently (the Gray Area with Alana Newhouse - Is America Broken?), where the speaker was basically describing the underlying political axis, where you've got “status quo-ists” who seem to think that everything's fine, versus “brokenists” who think that everything is broken, and you have the extreme brokenist wing have now taken hold of the levers of power…”

On re-architecting the bureaucracy and legislating for refreshment:

“… the way that the bureaucracy is structured into these monolithic, siloed departments where actually a technology solution will be architected with common components across all of these. And [right now] there’s GCDO trying to coordinate across all of them, but actually, services like identity, like payments would be common across the whole government platform, and yet every individual department still operates their own to some degree. And so, I think that a fundamental re-architecting of the bureaucracy is going to be a consequence of attempting to digitise the whole government, and these these departments are not in the mood for that, right? They operate with a with a large degree of inertia. So, one of the considerations I would say is why do we have permanent government departments, government agencies? Why do we not just — the same way as we have an election every three years — why don't we just put a “senescence limit” that, say, a government department will live for five years and then it will be recycled and shut down. And so you know, why could you not actually drive some of this permanent refreshment of the bureaucracy into some legislation.”

On the AoNZ government’s hyperscale cloud and AI dependency:

“The geopolitical climate has changed, right? So [the US hyperscalers] are effectively beholden to a very unpredictable, unstable government (which potentially could add “reverse tariffs” to the cost of those [services]) and so it would be a very good idea I think to build some resilience and diversity and choice into where we're procuring most of the platforms we're running our government systems on…”

On driving open-source in government for greater collective intelligence:

“…and this again goes back to that question of transparency, right? So there are lots of [opportunities where] if you could see the source code, if you could see the architecture, if the actual applications were in in a Git repository where people could download them and contribute to them, I just I just feel that there'd be more collective intelligence about some of the decisions being made. But we have this sort of hierarchical, very centralised decision making apparatus which is being shown up to basically not really fit for purpose in the next two to three years, [when] we're going to see AI just deployed throughout our entire economy…”

Is government even preparing for AI?

“[AI will] potentially drive complete automation of pretty much all cognitive work. Anything that is done in front of a computer screen… arguably … will be the doable by an AI agent within one or two years. And so how are we preparing to take advantage of that change? And then also where's the conversation nationally as a different topic, but about what happens when people are disestablished from their roles by AI technology? …How are we going to work towards some kind of fair transition to a post-AI labour market?”

On leveraging Audrey Tang’s legacy in Taiwan:

“I was really inspired by the work that Audrey Tang did in Taiwan when they were the government Digital Minister, and the Gov-zero initiative that they led there, which was really allowing all citizens to basically contribute to government… to open, complete transparency on the source code. And to the point about voting systems, you know, we have a system where you put a tick on a piece of paper once every three years to elect a representative…they deployed a system based on Pol.is which drives towards consensus rather than adversarial politics. And so it was really interesting almost the gamification of political decision-making through crowd-sourcing and much wider participation. So again, all of these are just innovations that are are available to be used and can be deployed… but because of the funding structures …none of it happens [here] at all.”

Learning AI on the job

Finally, Chris Keall in the New Zealand Herald wrote a piece last week Many public servants using AI off their own bat, but few trained - experts raise red flags, reporting on a recent survey from the Public Service Association(PSA):

“There are fears AI is being widely used by public servants who have not been trained in the new technology.

A Public Service Association survey of 900 members found:

• 55% said AI was in use in their workplace

• 94% said their use of AI systems was self-initiated, as opposed to being required as part of a work process

• 58% had not been told what information cannot be uploaded to public AI platforms, such as ChatGPT

• Only 12% of respondents using AI said they had received training on the use of AI at work”

…cue the usual hand-wringing “we really must restrict usage and wait until our staff have been on a training course before it’s safe for them to use AI” types of commentary… Whereas for me the fact that 94% of respondents say that they are self-initiating is — on balance — a very positive, not negative, signal.

My quote from the piece:

“AI continues to advance at breakneck speed internationally — with no signs of slowing down. For example, recent research from METR maps the duration of complex tasks which AI can complete doubling every seven months. If this trend continues, then by 2026, AI will take a few seconds to complete work which would take a human one hour to achieve — and things will keep on escalating from there.

Against this exponentially advancing background, it’s no wonder that AI skills training needs aren’t being met by traditional employers. By the time anyone’s rolled out a training course, the technology will have moved on….

In my experience, the only way you learn this stuff is by constantly engaging with the latest releases on a daily basis, and just carving out time to be curious and experiment — which potentially involves higher levels of risk and time than hierarchical public sector organisations are comfortable with or have the capabilities to govern.”

Again my perspective here is that the opportunities need to be balanced with the short-term risks - because the greater risk is complete obsolescence in the medium-term.

(Also more broadly, the practices of AI cybersecurity are evolving incredibly rapidly — the most effective way to govern AI technologies will be by using technology itself, not user training.)

🌿AI For The Environment Hackathon 8-11 August

The AI Forum NZ has done a good job pulling together this coming weekend’s AI For The Environment Hackathon being held in-person in major centres and also online.

Here are more details on some of the challenges:

📊AI Blueprint for Aotearoa New Zealand

Also from the AI Forum NZ, an aspirational publication laying out a new AI Blueprint for Aotearoa New Zealand:

The report aims for a more ambitious reboot of a national AI strategy. In particular, focusing efforts on quantitative, measurable outcomes, including:

• “Achieve top 30 status in Government AI Readiness Index. We currently rank 49 out of 139 countries.

• Achieve top 25 status in Global AI Index. We currently rank 36 out of 62 countries.

• Achieve top 10 for productivity in OECD countries using AI. We currently rank 26 out of 37 countries.“

It focuses in on opportunities across 6 vertical sectors:

1. Agriculture

2. Architecture, Engineering and Construction (AEC)

3. Creative Industries

4. Education

5. Environment

6. Health

Overall highly supportive of the aspiration… but (from doing this myself for a while) cognizant of the execution/capability gap to be closed, given the stark reality of how far behind the country is internationally on AI capability. The report opens with this statement:

“Aotearoa New Zealand is a world leader in various aspects of AI. Our cutting edge research capabilities underpin an emerging technology industry, supported by New Zealand grown organisations and international technology giants.“

Unfortunately, (as per the metrics identified above) Aotearoa is not a “leader” at all, languishing in low-to-mid league table position and arguably falling... As I put it in my book, referring to the now-defunct Digital ITP which used similar language:

“As for the world "looking to Aotearoa New Zealand as a leader in...digital technologies": without sounding defeatist, fundamentally we have to ask the question: will these [aspirational Digital ITP] investments alone move the competitiveness dial if placed next to international technology developments in, say, generative AI, XR or cloud computing infrastructure? In my view, Aotearoa is now so far behind the frontier of global technology advancement in most of the fields that matter, perhaps we should acknowledge that up front. The strategy should be to try to catch up and keep up, not lead.“

To build capability will require years of focused capital investment, people investment, (open source) international engagement and continuous effort to build momentum. Good on the AI Forum for pulling again on the flywheel… but where’s that directed investment going to come from…?

🏛️Government *finally* engages with AI

After years of foot-dragging by both elected politicians and the public service, finally some signs that Government is beginning to seriously engage with the opportunities which AI presents. MBIE proactively released a cabinet paper from Minister of Science, Innovation and Technology Judith Collins outlining the proposed approach to AI:

Although it’s still pretty much a “plan to make a plan”, there are some in-principle decisions and directions which indicate that the focus is going to shift from an overwhelming focus on “AI Risk” to “Enabling AI Innovation”. Which is at least a meaningful vibe-shift…

The paper outlines five high-level “domains” for action, including aligning closely with the work happening at OECD-level:

• Domain 1: Setting a strategic approach

  • Encouraging the use of AI to deliver results for people in New Zealand

  • Taking a proportionate, risk-based approach to AI regulation

  • Giving effect to the OECD AI Principles

• Domain 2: Enabling safe AI innovation in Public Services

• Domain 3: Harnessing AI in the New Zealand economy

• Domain 4: Prioritising our engagement on international rules and norms

• Domain 5: Coordinating with work on national security

The most important para IMO: Cross-Party support for AI adoption in Government. Put simply: Aotearoa is so far behind the play, there is ZERO room for party-political or ideology-driven stances on AI. The country needs a high-functioning, evidence-based approach to cross-party working groups which operate with a clear consensus on target outcomes for Aotearoa. Ideally, AI policy should be treated like trade policy: seen as a good thing for the country from all sides. Hopefully our politicians, for once, will be able to see the bigger picture here…

Two further questions arising:

1. Where is the investment going to come from…?

   

2. Even with enough money… can the byzantine Wellington machinery move at the speed required to start closing the gap on Silicon Valley (and even UK or Australia)…?

(Also of relevance: this week on the other side of the world, the new UK government has appointed technology policy advisor Emily Middleton to lead the design of a new Government Digital Centre).

One of my common strategy threads these days is what is the difference between “Digital Transformation” and “AI Transformation”? The latter is still nascent but potentially offers an opportunity to leapfrog long and arduous digital transformation initiatives… providing an AI-first UX to government services… definitely worth exploring what this might look like!

One early project I’m advocating for is an open-source, open-access national Aotearoa language model training dataset. Here’s my response to a thread about AoNZ copyright law being unclear on what should and should not be available for training LLMs:

“The flip side of this argument: if content *isn't* inside the training corpus for these models then effectively it's very likely going to be lost to history within a few short years... information discoverability will be gatekept by the largest LLMs (both closed and open source) via their training datasets and a massive tsunami of AI-generated content will flood every information space in between.

I would argue instead that Aotearoa needs to rapidly establish and curate an open-source national training dataset of all AoNZ-sourced public domain information (full Archives NZ, Maori oral and written traditions, domestic news sources, TV channels and public social media posts... so that Aotearoa culture is maintained and isn't just flooded out with AI-generated *crap* trained on US media and values...“

😢Soul extinguished?

Early Aotearoa AI poster-child Soul Machines faces an uncertain future after raising a total of US$135 million (~NZ$225m). Co-founders Greg Cross and Mark Sagar recently stepped down as directors and a UK subsidiary filing indicated doubt that the group could continue as a going concern.

I remember seeing Mark demo “BabyX” 10 years ago at TEDxChch 2014… at the time it was completely amazing technology and by far the most advanced human avatar / brain emulation technology outside the lab… but as is often the case, that early first-mover advantage couldn’t keep up with AI investments behind international technology firms - now companies like Heygen and Synthesia are giving away far more lifelike avatar technology for a few $ per month - and OpenAI’s GPT-4 language model far exceeded any speech models Soul Machines built.

(More broadly, there’s the more fundamental question of whether there actually is sustainable demand for digital avatars for customer service… personally I’d rather just click a button than have a conversation…)

As the world scrambles to build out enough datacentre capacity for (projected) future AI demand, Datagrid New Zealand, the firm building a new datacentre in Makerewa, Southland announced they had received OiO approval to extend the project to a total area of 49 hectares:

(This post talks about the future of my home town, Ōtautahi Christchurch. It develops ideas originally incubated on LinkedIn and in my Memia newsletter issues Memia 2024.17 and Memia 2024.18 in May. Cathedrals from the past (are expensive)

Earlier this year in April I found myself on stage at the Anglican Cathedral in Tāmaki Makaurau Auckland, ironically “preaching” about exponential technology and AI to an audience at a corporate conference… it was the first time I’d been back in a church in over a decade1.

I guess for financial reasons these largely empty, cavernous buildings are now getting more use by (paying) secular audiences. Overall a positive development, I would say… but a clear signal that the investment case for religious buildings isn’t exactly *compelling* in 2024.

Around the same time, the news broke that the controversial ratepayer-funded project to rebuild the earthquake-damaged Christ Church Cathedral in my own hometown of Ōtautahi had ground to a predictable crunching financial halt, needing to find at least an extra NZ$30M to continue. Whoever could have foreseen that happening…?

Just a few blocks away, the Christchurch City Council is also sinking the better part of NZ$1 Billion into a new “Rugby Cathedral” sports stadium which in all likelihood will become a financial albatross around the city’s neck for decades to come…

Here’s what I wrote two years ago when they were consulting on that decision:

“[Investing] $683M+ on a physical stadium in 2022 feels uninformed by industry trends in the technology of future entertainment. The physical-gathering-place model of live sport / entertainment is increasingly a thing of the past (accelerated by Covid) and is swiftly moving online. From now on, live Rugby competes with Netflix, Playstation and Tiktok. Younger generations are just not interested in paying to watch the Silver Lake All Blacks™ (let alone Crusaders) play live and will be even less so in future.

US technology giants Apple, Meta and other tech companies are investing tens of $billions per year in R&D to bring about a human-retina-quality "metaverse" ... if they are successful then augmented and virtual reality is likely to provide a more engaging entertainment medium than any live physical spectacle, and will feel just as (if not more) "real". Within a small number of years we will all be wearing smart glasses instead of carrying a smartphone (the iPhone was launched in 2007¹...tech is accelerating... I expect mass adoption before 2030).

Plus AI-generated, photorealistic "deepfake" rugby games will be designed and sold for cents to provide pretty much the same entertainment / engaged eyeballs as the real thing...“

I didn’t mince my words, calling Te Kaha (now One New Zealand Stadium2):

“A monument to a shortsighted older generation who grew up in a black-and-white, entertainment-starved, pre-internet past.“

More recently, a multibillion-dollar stadium precinct has also been proposed for Auckland… seriously?! How are these hollow modern temples to a male-dominated ball sport, destined to sit empty >90% of the time, considered good value investments for our future cities and their inhabitants? (And don’t even get me started on the embedded carbon emissions in all that steel and concrete…)

Reimagining the cathedrals of the future

In many ways, the inhabitants of Ōtautahi have been living in AR (Augmented Reality) for over a decade. Nearly 14 years on since the 2010-2011 earthquakes, the central planners of the Christchurch Central Recovery Plan have long-since departed… leaving behind their half-implemented vision of major “anchor projects”. Yes the city is far more vibrant than it was before and there have been many iconic buildings constructed… but looked at without AR glasses, the city centre still remains a half-rebuilt patchwork of gap sites and Wilsons car parks… Cathedral Square being the prime example.

Fundamentally, I would say that both the Christ Church Cathedral and the One New Zealand Stadium projects have one thing in common: a lack of imagination (and foresight) of the kind of environments people living in Ōtautahi in future will want to inhabit. (Plus a total lack of value for money… but whatever…)

In my recent book ⏩Fast Forward Aotearoa, which explores how exponential technology is rapidly defining the future of New Zealand, I worked with the ever-imaginative Sam Ragnarsson using the latest AI image diffusion models to reimagine what our towns and cities could look like in the future. To my knowledge, no-one has ever done “Aotearoa cyberpunk” before so we had plenty of fun exploring how these models responded to our prompting. Here are just a few of my favourite images from the book:

Interestingly, the common theme which emerged from our exploration of these futures was maintaining a strong balance between regenerated natural ecosystems and the built environment.

So, if we were to apply this technique to Ōtautahi, what could the Cathedral Square of the future look like?

When looking at the Christ Church Cathedral debacle, two examples from a past disaster show how the design could have gone in a different direction early on, respecting the past while also building something new and functional. Reader Wendy K, formerly of Christchurch, emailed me with her perspective:

“My mother was from Coventry. She grew up there, went through the war there before coming to NZ. Relatives sent us material on the building of the new cathedral there. They retained part of the bombed cathedral and incorporated into the new cathedral which is a glorious symphony of the work of post war contemporary artists, sculptures etc. “

I personally grew up near the city of Plymouth, England which was also flattened in the second world war Blitz. In the middle of Plymouth they’ve kept a bombed out church in the middle of a roundabout ever since… (tbh I always thought that was rather grim… particularly with the shiny Mammon-worshipping shopping centre added next to it in the 2000s…)

So…if I had hundreds of millions of $NZ to spend, here’s what I would do with Cathedral Square instead:

“Leave the old building as is, a half-repaired ruin. Make it structurally as safe as possible within a small budget - if this requires some demolition so be it. Don't rebuild the spire, create a light projection instead.

THEN: construct a series of Eden Project-like geodesic domes over the whole square using low-carbon materials and techniques, fill them with native trees, plants, birds and insects and call it "The Cathedral".

For a fraction of the currently estimated cost (NZ$238 million and counting), an iconic global architectural monument, a year-round botanical greenhouse for all the people of Ōtautahi and a regenerative natural legacy for future generations.”

Firstly, you could remain very true to the original architectural form (note that the AI tool we use primarily - Midjourney - can only approximate the style of the original architecture, it doesn’t provide a perfect scaled replica of the existing building… but is fantastic at quickly generating impressions of what a reconceived cathedral might look like)

The whole of the building could be opened up to become a welcoming public space - for those who live here, this one feels a bit like The Tannery but at a larger scale:

Here’s a gallery with other variations the same theme. It turns out Midjourney is great at rendering spectacular light filtering in from above…

While these concepts are respectful (some might say downright deferential…) to the colonial past embodied in the existing cathedral architecture, they don’t illustrate the opportunities to weave in indigenous Ngai Tahu art styles and heritage.

However, in our experience so far it’s technically difficult - and to some people controversial - to get high quality results which authentically express Māori cultural heritage and designs using generative AI. Just as an illustration, here is an image from the book which imagined a digitally-enhanced Marae in the future, which took a lot of iterations and still only impressionistic.

Fair to say that right now the protocols around AI and cultural sensitivities are in flux… so we’ll leave reimagining a future Cathedral Square with Ngai Tahu heritage to others with more knowledge and connection — please reach out if you’d like to collaborate.

But also a core theme of the book — and my outlook on life generally — is not only to look back to the past, but also to acknowledge the “future heritage” of the many people who will live in Ōtautahi in the coming decades… can we imagine Cathedral Square with far more futuristic architectural styles? Turns out the opportunities are endless:

Making it real?

Readers of my newsletter and on social media have been generally positive about the idea of preserving the existing ruined building “as is” and instead cloaking it in something more architecturally significant, regenerative and useful for the future. Grant R wrote:

“I’m hugely supportive of doing something more creative with the [Christchurch] cathedral. Imagine a creative set of stairs that lets you view from safety, the damaged cathedral, plus dome, green etc. Way more interesting than just another mid sized church - every visitor would probably be keen to have a look and first version could help fund a larger project (proven model in Barcelona) Some AI generated images could help show what is possible at various levels“

But raising the funds to campaign for this outcome — and then construct an architecturally iconic, massive glasshouse over Cathedral Square presents a huge conundrum.

Sam and I would be really happy to contribute to a crowd-sourced social media campaign to capture some alternative visions for the lump of rock left in Ōtautahi’s Cathedral Square, if only to change the whole tone of the debate from negativity to opportunity…

Even in the few months since publishing the book, the technology has advanced massively and now *anyone* can quickly and vividly bring their future ideas and imagination to life with easily-available AI tools.

Who knows, perhaps some major philanthropic donor may come forward to throw in the odd hundred million dollars to make our AI-generated dreams a reality!

And even if none of these concepts ever get built in real life, in a very few years’ time, it will be trivial to render them in virtual reality and so instead we can all meet up in a virtual Ōtautahi and enjoy many more splendid new architectural forms in a collective, collaborative metaverse!

On which topic… next up: we should really imagine a new cycling and walking bridge over the Avon/Heathcote estuary mouth, eh?

First off, here’s a curation of links to articles, commentary and social media I’ve been tracking in the last three months, mostly related to New Zealand tech and innovation and/or relevant to the themes in the book. A few ups, but more downs, unfortunately…

Digital cash when?

• Te Pūtea Matua / Reserve Bank of New Zealand opened a Consultation on a Digital currency for New Zealand - the consultation runs until 26th July:

  “The Reserve Bank of New Zealand - Te Pūtea Matua is exploring a central bank digital currency. We’re calling it “digital cash”.

  It would be the first digital form of New Zealand currency backed by the government and available to the public. Physical cash in banknotes and coins will still be available.

  Digital cash would be private, secure, and trusted – the Reserve Bank would not control or see how you spend your money.“

  (Way back 2021 I provided a submission to the Aotearoa Parliamentary Inquiry on Cryptocurrencies which urged acceleration on this.)

  

  “This submission…emphasises a more optimistic view of the potential for Aotearoa from actively participating in the explosion of decentralised financial technology innovation which is happening around the world….I suggest that a suitable name for New Zealand’s new Central Bank Digital Currency might be the “Aotearoa Tāra”. Tethered 1:1 to the NZ$:”

  

Sinking lid on a digital public service?

• IT spending cuts in central government agencies have been under the spotlight as part of the overall 6.5%-7.5% reduced spending targets. GCDO Paul James is in charge of a new IT standardisation cost-savings programme across government. He’s characteristically bullish…

  “We expect that will save tens of millions of dollars in the short to medium term and much more over the longer term"

  …but while government departments maintain their autonomy to pick and choose their own IT and data solutions, GCDO really only has a carrot not a stick. My 2¢: a complete service-first digital, data and AI re-architecture of government services is likely required to achieve the cost-saving outcomes envisioned…

  • (Not to over-trivialise the problem, but you could probably use the new Claude 3.5 to write a comprehensive open source Web UI, API and middleware layer for all of government and accelerate the whole thing to an open-source alpha release in just a week… maybe some of us should JFDI.)

• Meanwhile, more failing traditional government enterprise IT system projects have been jerked to a halt:

  • A failing Oranga Tamariki IT overhaul left social workers without access to some information

  • DIA terminated its birth, death and marriage registrations IT project after spending $millions

    • Compare and contrast: One month earlier Samoa announced its Civil Registration and Vital Statistics (CRVS) system based upon the open source OpenCRVS software.

  
  Same old intractable complexity inside the Wellington machine… too many legacy systems accumulating technical debt, blinkered risk aversion leading to not enough innovation to pay it off, leading to expensive and risky projects to fix, rinse and repeat… and without any real deep understanding of the technical details among the politicians supposedly in charge. Will cutting budgets alone fix it? Yeah right…

An AI public service?

• One potential direction worth considering: Callaghan Innovation CEO Stefan Korn asks how can Aotearoa leapfrog traditional digital transformation and go straight to an AI-based public service?

  "So how do we channel the same energy in New Zealand to quickly shift to an AI transformation in the public sector? The shift to an AI-based public service could be compared to banking or fixed net telephony infrastructure which many African countries leapfrogged and went straight to mobile / peer-to-peer systems (and thereby saving trillions of dollars of infrastructure cost that would become obsolete within a few decades)."

Budget (cuts) 2024

• This year’s first annual budget from the new coalition government seemed devoid of any substantial aspiration for our country’s future. Whatever the political narrative being spun, it’s plain that prioritising tax breaks for landlords in the midst of a housing- and cost-of-living crisis correlates directly with record numbers of people leaving the country.

• Meanwhile Bernard Hickey reports that:

  “per-capita GDP has now fallen 4.3% from its peak, which is more than the 4.2% contraction over the seven quarters of per-capita recession seen during the Global Financial Crisis of 2008/09”.

  

  Not a lot of positive news on the horizon right now with these trends looking like they will continue for the foreseeable (although at least flat / lowering GDP is a signal of lower carbon emissions… so maybe a silver lining?).
  
  FWIW my take right now is that the nation seems to be completely divided on any form of common vision on what kind of country we want in future — and it’s likely that this division is, at least in part, a deliberate strategy to reduce social cohesion from certain sectors of political influence. IMO the next generation of political leaders need to drive towards positive-sum consensus if they hope to gain any traction whatsoever…

• Peter Griffin reviewed the tech and science allocations this year’s budget: Deck chairs, Titanic, and Budget 2024, with a nod to my tweet at the time:

  

  It’s grim reading with cuts across the board and absolutely zero indication of what might replace it:

  “Is that it?? Yes, indeed, that is it. Seemingly no funding for digital skills training, digital equity, or rural broadband.

  So businesses, NGOs, educational providers, start-ups, and students will have to do more with less, be resourceful, and innovative, and forge on with their plans and goals, in many cases without the support of the government. There is some truth to the idea that lean times make for more resilient and viable new ideas and businesses. That’s about the best spin I can put on it.

  The cuts in areas like science and innovation also suggest that the Government didn’t have confidence that what was already on the cards for spending, wasn’t going to deliver the desired outcomes. That will require ministers and ministerial officials to go back to the drawing board and come up with something that will actually work.

  At worst, we’ve gutted our science sector, lost any momentum to take a more cohesive approach in the tech space, and killed digital infrastructure projects that will damage efforts to digitise government. Think about that when you are sipping on the extra three or four trim flat whites per week your tax cuts will buy you.”

  (In contrast, the Australian government recently invested nearly A$1Bn in a quantum computing startup. Sigh.)

Ultimately it seems plain so far that the current lot just don’t *get* science, tech and innovation as a driver of economic value… preferring instead simpler, extractive industries and narratives from the past instead. If I was being cynical…

• ANYWAY…on the subject of increasing economic value, here’s a clip from my recent talk to Te Hono (see below): What does “Doubling Export Value In 10 Years” actually look like? I have an evolving theory that value is correlated with the information density of the products and services we deliver to the world… in which case, where do we want to play in future?

• Finally, on a more aspirational note… The Parliamentary Commissioner for the Environment released an excellent new report Going with the grain: Changing land uses to fit a changing landscape:

  “We need to change the way we use our land if we are to hold the line on environmental quality, let alone improve it.”

  The publication includes some excellent interactive maps illustrating land use change to 2060 for two catchment areas, Mataura in Southland and Wairau in Northland. I can get behind this…

  

  

• Finally, in breaking news, the InterIslander ferry Aratere was grounded near Waitohi/ Picton on Friday after suffering a steering failure. One month after a new steering system was installed… was this a software fault?

❓How can Aotearoa keep up with technology change?

The book asks what — for me — is the fundamental question of our time for the country: how can New Zealand keep up with the exponential technology change that is shaping the world around us?

In 2024, we can feel the pace of technological development accelerating on a weekly basis around us - from artificial intelligence to augmented reality, robotics to nanotech, biological enhancement to space exploration - breakthroughs in emerging technologies are arriving daily into our lives and shaping the future we will live in. Ready or not.

In parallel, the planet is in the midst of an escalating, hypercomplex, interconnected “Polycrisis” of ecological overshoot, geopolitical instability and techno-capital power concentration.‍ We truly live in interesting times.

In ⏩Fast Forward Aotearoa, I examine the set of key exponential technologies which I think will define New Zealand’s future. In doing so, I call out the growing national vulnerabilities stemming from a decades-long lack of strategic thinking about technology in our public sector, businesses and education systems. I also point out the growing concentration of influence of the giant international companies which increasingly control these technologies - and pose the question if Aotearoa remains a nation of “technology takers” what outcome will that have on future national sovereignty?

Instead, I argue that Aotearoa urgently needs a national public technology strategy which:

• Is aligned towards maximising broader national wellbeing, not just profits and GDP growth

• Supports long term national and individual technological sovereignty and resilience

• Invests in rebuilding frontier technological capability and skills throughout our economy

• Is open-source and internationally collaborative to mitigate against enclosure by giant technology company "moats"

Only by harnessing the newest, exponentially advancing technologies alongside other, likeminded parties around the world can these challenges be solved openly and democratically, helping to secure the future wellbeing and sovereignty of Aotearoa New Zealand’s tangata (people), nga puna ora (ecosystems) and whenua (land).

I show a simple method to crowdsource ideas and talent to harness new emerging technologies towards achieving a set of national “priority missions”. The book concludes with “10 Missions and 100 Technology Solutions to Fast Forward Aotearoa” - an illustrative national technology investment portfolio for the 2020s and beyond, targeted at increasing overall wellbeing. The missions are my starter for 10, obviously a more democratic process will weight things differently:

2. Mission 2: A negative-GHG emissions nation

3. Mission 3: A resilient nation

4. Mission 4: A productive economy

5. Mission 5: A regenerative economy

6. Mission 6: Longer, healthier lives

8. Mission 8: An equitable society

9. Mission 9: Universal basic public services

10. Mission 10: A future-facing nation

⏰The timing(!)

The abrupt recent cancellations of the slow-moving Central Government initiatives Te Ara Paerangi - Future Pathways and the Digital Industry Transformation Plan signal a once-in-a-generation opportunity to reset Aotearoa’s national public investment in technology and R&D. (They also caused a frantic last-minute rewrite of relevant sections of the book in response to the breaking news…)

Now is surely the moment to fundamentally modernise Aotearoa's approach to — and cadence of — strategic technology investment to support the wellbeing, prosperity and resilience of future generations.

The necessity for change is clear but inertia still rules: perhaps this is the greatest national challenge of all. One of my observations in the book is that the country's inherited institutions and political systems, laid down in a bygone pre-digital, pre-AI era, now struggle to address the complexity, volume of data and pace of change of the modern technological age. Viewed through a dispassionate lens, New Zealand’s public institutions can themselves be perceived as “outdated legacy technologies” burdened with “technical debt” and requiring significant upgrades /wholesale replacement. As such, a full-scale digital and AI transformation of the public sector should be one driving force behind bringing more frontier technological capability onshore.

📈Seizing the poly-opportunity from the poly-crisis

Core to the achievement of these goals is the philosophy of permissionless, decentralised, open-source collaboration with other aligned parties around the world. As witnessed by the success of Linux, Wikipedia and more recently, various cutting edge AI projects, open-source technology development really is that simple and it works. (It is also the surest strategy to mitigate against attempted harmful use of technology by malicious actors.)

And these days most open-source endeavours require only basic computing infrastructure, a fast internet connection and a reasonable income for those doing the work. (Yes, bleeding-edge AI labs need access to massive AI processor farms with hundreds of thousands of GPUs… but other significant development can still be carried out on more commoditised computing infrastructure).

What it does NOT require is expensive university campus buildings or unwieldy academic bureaucracies. People doing the development can work from anywhere, any time and self-organise into virtual teams.

(It also does not require expensive, energy-sapping, zero-sum IT procurement approaches: open source software either passes the tests first time or bugs can be fixed in public if the need is there. Nothing to see here.)

Ultimately the opportunity is here right now for Aotearoa to participate in an international movement pioneering public stewardship of commons technology, collaborating towards the future flourishing of humanity, the environment - and any future intelligences we will share the planet with.

Now is the moment to seize the poly-opportunity from the poly-crisis. Time to start learning by doing. Time to ⏩Fast Forward Aotearoa.

He argues that only by harnessing the newest, exponentially advancing technologies alongside other, likeminded nations can these challenges be solved openly and democratically to secure the future wellbeing and sovereignty of Aotearoa New Zealand’s  tangata (people), ecosystems (nga puna ora) and land (whenua).

🤦Sometimes I can’t help myself. At the weekend, I waded into the debate on the future of Aotearoa’s universities with my usual tact and subtlety:

(Background: Aotearoa has 8 universities. Currently Victoria University Wellington – Te Herenga Waka is proposing to eliminate up to 260 jobs to balance a NZ$33 million deficit, with reports of similar redundancies at the Te Whare Wānanga o Ōtākou / University of Otago and Te Wānanga Aronui o Tāmaki Makau Rau / AUT.)

Waipapa Taumata Rau / University of Auckland Business School’s Ananish Chaudhuri discusses the crisis in our universities:

...Universities in other developed nations are often incubators of new ideas, entrepreneurial activities and businesses. In New Zealand we have stopped aspiring towards these goals.

But, though our universities’ fortunes are certainly being held hostage by the lack of vision of our governments, I’d argue that some of the wounds are self-inflicted...

Though our universities are ostensibly in crisis, and in the process of cutting front-line academic and non-academic jobs, all universities have seen an increase in the layers of management.

The internal dynamics of our universities have devolved into a battle for surplus between regular staff and management.“

My tweet sparked a passionate back and forth with people who I respect a lot, who are strong defenders of the best bits of Aotearoa’s university system.

(I acknowledge I could be perceived as insensitive to ask existential questions about the whole sector when people are facing employment uncertainty in an economic downturn… it is intended respectfully in the spirit of curiosity and the free exchange of ideas…)

To summarise the main points from the Twitter debate:

Let’s keep universities much as they are…

• The teaching-research nexus is essential for equipping graduates with the skills necessary to found deep tech companies.

• Universities have a unique role in knowledge creation through scholarship, distinguishing them from vocational training institutions and polytechnics.

• University labs and facilities, along with the expertise to run them, are crucial for deep tech research and development (which in turn is essential contributor to Aotearoa’s future economy — see Mile High Vortex later on…).

• Baby / bathwater: consolidating or cutting universities without a thorough understanding and respect for their contributions could have unintended (and permanent) consequences.

…Vs: universities need to change and innovate rapidly to stay relevant

• There is frustration with inertia in traditional institutional structures - Universities need to innovate to deliver better outcomes and efficiency.

• The opportunity cost (measured in time and student debt) of spending 3 years studying for a university degree may exceed the value of the degree economically and socially.

  • There’s a mix of data here: the UniversitiesNZ website claims that…

“In general, degree holders can expect to earn another [NZ]$1.37 million over their working lives compared with people with only a secondary school qualification.“

• • …while OECD research in 2020 showed that Aotearoa university degrees did not provide value for money invested.

• The mythical “teaching-research nexus” needs to be more deeply defined and measured for actual impact. How is this demonstrably better than just collaborating in a Discord group, for example?

• Why force students to attend lectures in person when they could just watch them remotely at 2X speed…? (Indeed why can’t they just watch a video on Youtube by a global expert in a topic rather than a local lecturer…?)

• Universities are unnecessarily centralised and hierarchical: decentralised, permissionless tech-enabled models could be more efficient and flexible from now on…

• Universities don’t stand a chance of keeping pace with advancing AI unless they transform into technology organisations themselves.

AI isn’t all that, actually…

• The production of knowledge in specialised contexts, such as law, requires “dialogic and relational” processes which cannot be entirely replaced by AI models.

• AI models are themselves a product of research, and cannot fully replace the research that created it, even within its own field.

• The latest generation of generative AI models are trained on past knowledge. Relying solely on AI may result in repeating the past and limiting progress (or worse, “model collapse”).

…Vs: AI actually will be all that (and soon…)

• The accelerated arrival of modern AI technology has disrupted traditional education and academic research irreversibly. Previously scarce advanced “knowledge” and “teaching” are now suddenly commoditised in many fields of academic endeavour.

• AI models are already showing performance in generalist domains which exceeds human-level capabilities:

• AI model capabilities are on track soon (a few years…*maybe* months…?) to surpass [unaugmented] human capabilities in many specialist domains — for example Deepmind AlphaFold for protein folding research and soon Meta AI’s general agent models for learning and reasoning. Any assumption that AI will never surpass human performance in any particular domain should be treated with scepticism.

What exactly are universities FOR in the 21st century?

At heart to this debate is the intractable question of measuring the *value* provided by universities in a new age of abundant knowledge and rapid applied learning:

Recently across the ditch, some radical thinking came from an unexpected quarter with an opinion piece in The Weekend Australian by David Carvhalo (CEO of the Australian Curriculum, Assessment and Reporting Authority, nonetheless): ‘We don’t need no education’: Schooling in the age of AI’ (paywalled, but believe me he doesn’t hold back):

“for school or university students... the award of the credential is a more powerful, extrinsic motive, more important than the underlying understanding for which it purports to provide evidence. This is a function of the way our education system has evolved into an instrument at the service of the economy, a sorting mechanism and a tool for training that prepares people for work…

...in the age of AI, what employment opportunities will there be for these graduates once they gain these credentials? Many of the jobs in the so-called knowledge economy will be done much more effectively and cheaply by AI systems…

...it also raises questions about the wider purposes of educa­tion – the why, not just the what (curriculum) or the how (pedagogy). ...if AI is going to do our jobs so much more cheaply and effectively, what does that mean for the way we think about education’s purpose? ...

AI is an iceberg that is going to sink the current schooling paradigm because it is disrupting the society for which schooling is supposed to prepare our children.“

Is anyone in a similarly influential role progressing this line of debate here in Aotearoa as well? I don’t see it right now.

A few common optics for defining “value”:

• Intrinsic value in learning, academic freedom and creation of new knowledge?

  • Measured by quantity of degrees and papers published in prestigious journals…? Or how?

• Value for money?

  • Aotearoa’s university sector took in $4.2 billion total sector spending in 2019 – around 1.5% of New Zealand’s GDP. This has since been impacted significantly by the dropoff in foreign students due to Covid lockdowns and a slow recovery. Around half of that funding is from government in one form or another.

• Higher lifetime incomes for graduates relative to high school qualifications?

• Long term wealth creation from innovation?

• International economic competitiveness and productivity?

• Social cohesion and enhancing the rule of law?

• Higher societal wellbeing, in particular mental health from intellectual stimulation?

• Cultural contributions?

• Rites-of-passage undergraduate experience?

• Educating the next generation of politicians?

  • (or the flipside…perpetuating an elite, educated class?)

• …

According to the UniversitiesNZ website:

“Universities are a vital part of modern society and are important not just for teaching but also for research and the development of society as a whole.  As centres of research excellence, they play an important role in economic transformation and development.“

As an outside observer with no skin in the game, I would openly question platitudes like this and demand deeper quantitative as well as qualitative data to back them up. (Particularly against the dynamic globally hypercompetitive and technological landscape which I observe and scan each week…)

From the most cursory of scans, there are a number of data sources providing a broad spectrum of perspectives on the “value” provided by the sector relative to international competition:

• Domestic university Academic Quality Audits (AQA)

• Headline-grabbing World University Rankings

• Detailed International education statistics, for example OECD:

“In New Zealand, earnings of 25-64 year-old workers with a bachelor's or equivalent education degree compared to those of workers with upper secondary education are comparatively to other countries low. (122.3 %, rank 27/32 , 2020)“

Out of all of this data, I haven’t been able to find a clear definition of what target outcomes Aotearoa is optimising for as a country with its investment in Universities. The current Te Ara Paerangi - Future Pathways review is still very much a work in progress to define “national research missions”, for example…

Emperor’s old clothes?

Fair to say I don’t have much hands-on experience of Aotearoa’s University sector … and on this basis, Eddie Clark delivered me a robust (and fair) serve:

In my defence, it’s not that I do not *understand* education - it’s that as an autodidact I just don’t *GET* the value proposition of (institutionalised) education and permissioned, hierarchical academia in 2023. Period.

To my mind, all the knowledge and information anyone ever wanted to know is there at our fingertips on the internet…most of it in front of, not behind, a paywall. That free access to knowledge is now augmented by ever-more powerful AI tools to source, interpret, transform and train from — the “compression of all humanity” as Lex Fridman calls it. What do educational institutions, graduation ceremonies and academic titles provide that can’t now be found for free or a relatively low financial and time investment just by going online? Personally I just cannot see it:

(And yes, I was fortunate to get to study an interesting university degree way back in the day — with a low level of student debt — but then I fell into software development and information technology fields and I have always learned skills on the job since then. Even 25 years ago software and the internet moved years ahead of any academic syllabus creation - by the time it started to be taught the technology was largely out of date and on the road to obsolescence.

Things move exponentially faster now, in all domains of knowledge. How will competitively-sheltered fields like law, engineering, medicine respond when the applied knowledge and skills that previously took a 5-year degree to study is a simple ChatGPT prompt away for any curious 15-year-old in, say, Bangladesh…? Beats me. (And yes, truthfully I don’t believe this is pie-in-the-sky AI).

Decentralised autonomous university of Aotearoa?

So… I stand by my original tweet, reiterating that my intention is (always) to provide a constructive rhetorical challenge, not offend. I acknowledge that I’m well outside the fray and radical sector change is hard to contemplate from inside the machine. Likely just a thought experiment.

But how hard would it be to fund some early, small, rapid, incremental experiments which actively explore alternative models of how lifelong learning and research might be done differently in the future? Some immediate ideas off the cuff: pick a few cohorts of 100 people and see what happens…?

• Introduce something like a “Universal Lifelong Learning Income” for people who want to invest their time in self-directed learning at any point in their life. Cover some basic living costs, you can choose to study what you want, research and publish as much or as little as you want and do paid work at the same time if you want. Let people choose to direct their own learning (assisted by AI “copilots”) rather than hamster-wheeling centrally-curated, personally-taught syllabi which get dated real quick.

• In this system, do away with formal degrees, assignment marking and academic credentialling completely… let people publish their work (AI-assisted, creative commons) and leave it up to a marketplace of open source AI algorithms to rank the “value” (however calculated) across multiple idea markets worldwide... the best ideas spread themselves. Research could even be directed centrally to some degree by gamifying these AI ranking markets…

  • And acknowledge that for many people, the value may be purely in learning, not academic status, so there’s no obligation to publish at all.

• Universities could scale back on some of their complexity and bureaucratic overheads - but keep providing specialised institutional science, study and collaboration spaces, technology research facilities and community.

• Perhaps even experiment with a “Deep Tech Research Facility” DAO and see if that could be operated more efficiently on a more stripped back, decentralized basis. In fact, why not a whole new “Decentralised Autonomous University of Aotearoa”?

Ballpark long term cost of such an experiment: say an allowance of $100K per learner per decade, which could be drawn down throughout your life from age 16. Works out at $10,000 per learner per year on average. (If you scaled that up to 500,000 people, that’s pretty much what the university system costs to run each year… can anyone say with evidence that the outcomes would be measurably better or worse?)

“An alternative perspective: the AoNZ public sector as it is currently structured is inefficient and unscalable and becoming more so. They are stuggling to keep up with technology change and digitise services. Pumping more money into its current form will not achieve desired outcomes and is effectively just pouring future generations' wealth down a hole.

Personally I think you could remodel most of AoNZ government bureaucracy as a software API which would do the same or better job, cost a fraction of the current overhead to run and free up the people inside it up to do more productive, creative work.

We should be seeing the dividends from exponential technology to do far more with far less, not doubling down on last century's public sector bloatware.”

After sleeping on this overnight, I sat down for 10 minutes this morning and typed in the following into ChatGPT:

Welcome to Memia on Sunday, I hope you’re enjoying your weekend in the sunshine!

This week, something different…

First, some background:

I’ve been writing the Wednesday Memia newsletter since the beginning of 2020, going weekly just as Covid hit in March. It continues to be my main project and I am immensely grateful to the many loyal readers who subscribe and let me into their inbox every week …you are officially awesome!😇

From a personal perspective, I never really knew where I was going with the newsletter when I started out… I just needed to carve out more time for reading, writing and thinking about things that interest me - in particular with relevance for my corner of the world here in Aotearoa New Zealand, where there isn’t exactly much coverage of accelerating tech in the mainstream media or political discourse.

At the back of my mind, I also wanted to build a better model not just of how new tech is changing our world…but also how it can potentially be harnessed to solve some of the burning issues that face humanity right now — as we slide on through the escalating #permacrisis — starting here in Aotearoa. That’s the message I landed on in the Memia website rebrand just before Xmas: Upgrade The Future.

Nearly two and a half years later, I’ve been surprised at how the act of scanning across the wires each week, researching the most interesting items that catch in my feed in more detail, then summarising them in the newsletter, has really helped to develop my understanding of *what’s going on* way more than just reading. The discipline of writing the weekly newsletter - combined with iteratively building up the Memia Knowledge Graph in Roam Research has really helped me to build Memia’s various models for interpreting events and projecting into the future.

…Memia on Sunday

Then at the beginning of this year I introduced Memia on Sunday to complement the regular Wednesday email. As you’ll have noticed, I’ve been experimenting with various parameters - deeper reading, deeper writing, paywalled / non-paywalled… hopefully it’s been of interest to go with your Sunday morning espresso.☕

Unfortunately, the downside of this has been to double my writing workload and as a result, I’ve had to put some other projects on hold…! (Plus I still have my day job working with Memia’s many wonderful consulting and advisory clients… 🤗)

In particular, for over a year now I have been attempting to free up more time and thinking space to finally gather my thoughts into *The Book*. This has been in genesis for a long time now and will cover many themes familiar to Memia readers: namely how new technology - and accelerated technology investment at a public policy level - can advance wellbeing for citizens of Aotearoa and around the world, and address some of the mega challenges being faced right now in 2022. (All interspersed with the usual humour, memes and occasional snark, naturally.)

So… I’ve been wracking my brain on how to choose between keeping up two newsletter editions per week, with actually spending time writing the book… and then it came to me on the long roadtrip back from Ōtepoti to Ōtautahi last weekend:

(The metaverse subheadline could well feel distinctly “2021” by the time I get to completing the book… it may need rephrasing entirely but the intention is to emphasise the meme that any future “nation state” increasingly exists as much in a borderless digital universe as within its physical geographical boundaries...)

Also, although the focus will definitely be on the Aotearoa New Zealand context because that’s what I know, many of the topics will have a lot of relevance for international readers as well. (And maybe there’s a “⏩Fast Forward [Trans]Humanity” to follow along afterwards…but let’s not get ahead of ourselves, eh…)
